trooper issues on chromium tab should have file a bug link

Issue description

Today they say "There are 1 infra failures currently affecting your tree. Troopers should be working on them."

But troopers aren't actually looking at these yet. Until troopers are actually looking at them, it might make sense to have a link that autopopulates a trooper bug and maybe make the top text something like "There are 1 infra failures currently affecting your tree. Troopers should be working on them. Please file trooper bugs using the links below."

Acutally...they already have a file a bug button *and* a link to go/bug-a-trooper. Maybe the file a bug button should just generate a trooper bug instead of a regular bug maybe?
That makes sense. Could even change the button text in that case to "File a trooper bug" and have it fill in some of the details automatically.
