[A11y Assessment - Stylus Menu] Misleading verbalization of state for taking screenshot

Issue description

OS: Chrome
Tested on Canary (61) but experienced in previous versions 


As I press Search+Right to go through the options, I hear "capture screen, checkbox not checked", and I hear that verbalization for "checkbox not checked" for the others, even though there isn't a checkbox for them. Capturing the screen is a distinct action, not a state you can be in. This shouldn't be verbalized as a checkbox, it should be verbalized as a button you press to then capture the screen.

@sammiequon is this something you could look at? It seems we announce it as though it is a "mode" toggle, even though Capture Screen doesn't stay active (while Capture Region, Laser pointer, Magnifying glass all do).
lpalmaro@ - The string have changed and the checkboxes all removed, so everything is verbalized as a button now, is that ok?
