[A11y Assessment - Notifications] Can't access buttons in Android notifications using keyboard

Tested on Canary (61) but experienced in previous versions 

I cannot use the keyboard or Chromevox to get to the buttons within the Android notifications like the settings button or the close notification button. I simply can't get to those using the screen reader, which is frustrating.
