[A11y Assessment - Notifications] Missing context that you are in notification center

Issue description

OS: Chrome
Tested on Canary (61) but experienced in previous versions 

When I use ChromeVox / keyboard to get to the notification center, I press Alt Shift N. However, I don't hear any verbalization telling me that I'm in the notification center. I hear other verbalization about the play store, which is unrelated. I should hear that I'm in the notification center, as a verbal spoken alert.

It seems there is already an appropriate label (e.g. "Notification Center, 5 unread notifications") but it's not working as intended like system tray.

Also, after each notification item, ChromeVox says "Notification settings" although it's not there. I would also investigate this and mabe file a separate bug.
Friendly ping - any updates on this?
