stop running webview tests on kitkat cq bot

production webview from trunk will never run on kitkat because webview is not updatable in kitkat. there are webview tests on kitkat mostly because historically, there was a time when kitkat bot was the only cq bot. now that there's an M cq bot, there is no need to run these tests on kitkat for coverage

remove these steps
android_webview_unittests
webview_instrumentation_test_apk
