[A11y Assessment - Status Tray] ChromeVox reading the incorrect battery level |

Issue descriptionOS: Chrome Tested on Canary (61) but experienced in previous versions Chromevox actually reads me the wrong verbalization for the percentage and time left for battery life. I see one set of numbers "31% and 1:47 left" visually, but ChromeVox just told me I have 34% and a different amount of time. I also hear the percentage, then "two dots" and I don't know why I hear "two dots" verbalized. I don't visually see two dots there, just a hyphen. Let's remove that.
