[A11y Assessment - Launcher] No verbalization when you press escape and go to previous window |

Issue descriptionOS: Chrome Tested on Canary (61) but experienced in previous versions With ChromeVox enabled, when you press Esc when you are multiple pages deep in the launcher, then it takes you to the previous screen you were on, until you reach the opening launcher page. Then if you press Esc again, it closes the launcher. However. when you press Esc and reach the previous launcher page, you hear no verbalization of that -- it's silent. ChromeVox should announce the window change to give the blind user context.
