NavigationTestCase Fails on Xcode9/iOS 11

This test fails consistently when running locally on Xcode9/iOS 11, should investigate why it fails and re-assign or come up with a fix if possible.

Not a test framework bug, looks like Chrome doesn't show error page anymore on iOS 11 with invalid URL, assigned to Eugene for triaging.

Just verified by Menglu, this is not an issue, closing it, sorry for the confusions!
