ActivityServiceControllerTestCase Fails on Xcode9/iOS 11

Issue description

This test fails consistently when running locally on Xcode9/iOS 11, should investigate why it fails and come up with a fix if possible.

Those are integration tests for the share menu.
If the share menu is not testable anymore, those integration tests should simply be deleted.

Let's keep these tests disabled, and I have a tracking bug to re-enable these tests once EG2 is integrated into Chrome, so I'm removing the RBB label and adding the blocking bug.

Justin, it looks like this bug is due to EG1 limitations.  We're currently trying to roll EG right?  Will this bug be fixable soon?
