Web MIDI: introduce a syscall wrap layer to mock them to emulate physical devices |

Issue descriptionToday, media/midi has a problem that we can not verify code path that runs only when physical MIDI devices are connected. To mitigate this risk, we would introduce a syscall wrap layer to mock them to emulate physical devices for testing. We had similar mock for Blink layout tests, but we would integrate this functionalities to this syscall level mock.
