Regression: Unnecessary blue page is seen before opening chrome://downloads on clicking 'Show All' button

Chrome Version: 61.0.3163.0 (Official Build) f259bab28b35d242e10186cd63af7ed404fae0d-frefs/heads/master@{#488528}(64-bit)
OS: Win(7,8,10), Mac(10.12.3, 10.11.6).

Steps:
1. Launch Chrome,navigate to airhorner.com and open devtools
2. Click on 'Toggle device toolbar' icon and click 'Capture screenshot' from 'More options' menu
3. Click on 'Show All' button and observe

Actual: Unnecessary blue page is seen before opening chrome://downloads after clicking on 'Show All' button

Expected: Blue page should not be seen before opening chrome://downloads after clicking on 'Show All' button

This is a regression issue broken in M-59, will soon update the bisect info

Good build: 59.0.3036.0
Bad build: 59.0.3037.0

Note: Above issue is not seen on Linux OS
