New version of UI intended to close the menu at first click, and focus on the field at second click. We may have this improved in the future.

The issue in the original bug description is intended UI, but this related issue should be addressed: Tab through the Add User screen and hit enter to open 'More options' menu, after the menu is expanded, hit tab to close it. Then the focus highlight is missing, while the focus is supposed to still be on the More options button. Please see video for reference.
