Please take a look at Issue 740900(or CL https://codereview.chromium.org/2982743002). The webrtc benchmark for remote devices(including cros and android devices) was blocked due to the conflict between Tracing and Traffic Forwarding(Proxy server). It seems a good reason to refactor the traffic forwarding logic here.
