Regression:Menu is seen missing in audits when devtools is docked to bottom

Issue description

Chrome Version: 61.0.3163.0 dev
OS: Ubuntu 14.04 , Windows

What steps will reproduce the problem?
(1) Launch chrome and open devtools >> Dock it to bottom and go to Audits section >> Observe for audits menu bar  
(2) Now dock to side and again dock to bottom[Focus should be in audits tab only] and observe for perform audit buttons 

Expected: Menu or buttons should be seen in audits page
Actual: Instead menu/buttons are seen missing.


This is regression issue, broken in M 61.
Good build:61.0.3162.0
Bad build: 61.0.3163.0

Able to reproduce the issue using #61.0.3163.0 on Mac 10.12.5 as well.

@mfomitchev: Gentle ping, can we get an update on it. Issue is still observed on canary version 62.0.3166.0 on Windows, Mac and linux. issue is tagged with a stable blocker and m61 is set to be pushed to beta and then to stable soon.

URGENT - PTAL.
Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the M61 branch #3163 ASAP to have enough baking time in Beta before Stable promotion. Thank you!

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label.

It seems the bisect is wrong. My CL couldn't have caused the issue - it affects the code which is behind a flag, and wouldn't be used in production (to activate that code you need to run chrome with --overscroll-history-navigation=2). 

Sorry for the delayed response - I am actually on a paternity leave until Sept 10.
