Grey focus for Upload/Download icon is not centered aligned in Audit and Performance section

Chrome Version: 61.0.3163.0 ff259bab28b35d242e10186cd63af7ed404fae0d-refs/heads/master@{#488528
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac (10.11.6, 10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Press tab key till focus is seen on Upload/Download icon and observe

Actual: Grey focus for Upload/Download icon is not centered aligned 

Expected: Grey focus for Upload/Download icon should be centered aligned 

This is non-regression issue from ‘M 61’, since this is new feature introduced in 61.0.3163.0
