Chrome uses white-space: nowrap within textboxes wrong

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.109 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
white-space: no-wrap: Collapses whitespace as for normal, but suppresses line breaks (text wrapping) within text.

What went wrong?
whitespace is not collapsed

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 59.0.3071.109  Channel: stable
OS Version: Ubuntu 16.04

Able to reproduce the issue on the latest canary(62.0.3165.0) on Windows-10, Mac OS 10.12.5 and Linux Ubuntu 14.04. 

Regressed in M-51.

Last good build: 51.0.2681.0
First bad build: 51.0.2682.0

This is intentional behavior. We disable white-space collapsing in plain text editing.

If white-space collapsing is enabled, typing a space sometimes won't produce visible space character.  It's very confusing.



@tkent: It might be confusing to the user to have this behavior, but it is confusing to the developer to have behavior which differs from the standard.

Perhaps one could at least have this only if the focus of the user is on the text field?
