VMTest failed on GCE buildslaves

As I looked into the failed history, most of the failed pre_cq_with_vmtest failed in cros-standard-{0,,50}-c2. Will revert CL:570882 first so only bare-metal buildslaves can run VMtests, then investigate what's causing the failure.

this was fixed by changing the CPU version of the GCEs
