expand use of $i18n*{} until I18nBehavior is obsolete.

In   Issue 730025   a problem was discovered where French i18n text showed the charters   rather than the intended blank space.

Explore expanding use of $i18n*{} (e.g. $i18nPolymer{}) to the point that I18nBehavior is unnecessary. Why reducing the number of similar (i18n) systems improves robustness and focus of remaining systems.

Note this may or may not be tractable (that's what "Explore" is trying to convey.

This is a not a PM-goal (as I initially thought it would be), so lessening the pri.
