[PM nbsp] Add browser test for nbsp rendered literally in UI

In  Issue 730025  a problem was discovered where French i18n text showed the charters   rather than the intended blank space.

Can we add a browser test for   and similar text in rendered UI for various i18n languages?

Progress: 
- reached out to emso@ about Tricium. Tricium is not ready and using browser tests or similar may be a better approach.
- reached out to quacht@ and hcarmona@ about how a11y testing is scanning through generated pages. Those test focus on settings routes. There is not a known way to iterate through webui in a general fashion.
