Wrong messaging (press F11) in toast notification when entering fullscreen mode

Issue description

Chrome Version       : 59.0.3071.134
OS Version: 9460.73.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. From a website that has a fullscreen option, enter fullscreen by clicking on the button on the website


What is the expected result?


On a Chromebook, it should show a toast notification that describes an appropriate key (not F11, as this is not present on the Chromebook) to exit the fullscreen mode.

What happens instead of that?


On a Chromebook, it shows a toast notification at the top of the window saying "press F11 to exit fullscreen mode"
