CSS "background" property shows tearing instead of solid colour

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. hit up http://jsbin.com/kigisizute/edit?html,output
2. note the background color is not a solid colour
3. for visual comparison, I see https://i.imgur.com/lPQ26p8.png 

What is the expected behavior?
perfectly solid color

What went wrong?
no idea - there is tearing when there shouldn't even be a context in which tearing can occur.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version: 

This one's weird.

Tested on latest Chrome stable  #59.0.3071.115 & Canary #62.0.3166.0 and unable to reproduce the issue on Windows 7 & 10. Attached is the screenshot for the reference.

Observations - 
1. http://jsbin.com/kigisizute/edit?html,output: Solid background is seen. It is displayed similarly in FireFox and Chrome.
2. https://i.imgur.com/lPQ26p8.png: There are couple of white lines displayed. It is displayed similarly in FireFox and Chrome.

@michiel -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists.

Note-- Provided the screenshots with the comparison of the FireFox and Chrome browsers.

Please let us know if we have missed anything.

On a clean install of Canary, I do not see any tearing.
Status: WontFix (was: Unconfirmed)
Since reporter hasn't responded for comment #3, closing this issue for now.

michiel@ Could you please file a new bug if the issue still exists in latest chrome builds.

I see what happened here: they're both me, one's just my work email and the other is my regular personal email.
