CSS "background" property shows tearing instead of solid colour

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Example URL: http://jsbin.com/kigisizute/edit?html,output Steps to reproduce the problem: 1. hit up http://jsbin.com/kigisizute/edit?html,output 2. note the background color is not a solid colour 3. for visual comparison, I see https://i.imgur.com/lPQ26p8.png What is the expected behavior? perfectly solid color What went wrong? no idea - there is tearing when there shouldn't even be a context in which tearing can occur. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 59.0.3071.115 Channel: stable OS Version: 10.0 Flash Version: This one's weird.

On a clean install of Canary, I do not see any tearing.
