Touchbar stays in fullscreen mode after chrome exists fullscreen

Issue description

OS: Mac 10.12.5
Chrome version: canary 61.0.3162
Touchbar macbook

What steps will reproduce the problem?
1. Full screen a YT video
2. Press "Exit Full Screen" on touchbar

What is the expected result?
fullscreen exits, touchbar reverts to normal mode

What happens instead of that?
fullscreen exists, touchbar stays in fullscreen mode

I think of this as blocking us from turning on touchbar support on beta (indicated by #1), but not blocking chrome from cutting a first 61 beta. 
Fixing this might be tricky, I'm having trouble reproducing it.
Worst case, we can drop the "exit fullscreen" button?

Thank you for working on it. I don't know that we can do anything more than let Touch Bar support ship and fix this problem if we get more reports of it.
