Specifying specific pages for print leads to the blank pages printing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3159.5 Safari/537.36

Steps to reproduce the problem:
1. Open any web page, e.g. https://en.wikipedia.org/wiki/Google_Chrome
2. Press Ctrl+P, wiat until the print preview will be generated
3. Instead of print all pages specify any custom page numbers you want to print, e.g. «2-5»

What is the expected behavior?
Chrome print preview will display pages «2-5» in the preview frame.

What went wrong?
You'll get the page #1 with text and all other pages will be blank. Pay attention, that the print preview page mode is broken when you specify the custom numbers of pages to be printed instead of «Pages: All», it always shows page #1 and all other pages are blank.

Able to reproduce the issue on the latest canary(61.0.3163.0) and the latest beta(60.0.3112.72) on Windows-10, Mac OS 10.12.5 and Linux Ubuntu 14.04.

This is a regression issue broken in M-60.

Last good build: 60.0.3090.0
First bad build: 60.0.3091.0

per-revision and chromium bisect doesn't work in the above regression range. Manually installed the chromium builds got below bisect result.

Can you try 61.0.3163.0 or newer via Canary Channel? (or wait for the next Dev Channel update.)
