Settings page doesn't open after clicking on link button for dragged exported bookmarks entry.

Chrome Version:61.0.3162.0  (Official Build) 46d636d25e054da0b0d8270d525c84f39146ce30-refs/heads/master@{#488073} 32/64 bit
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1)Launch chrome and bookmark chrome://settings page, chrome://apps page 
(2)Click on iron icon > export bookmarks to desktop 
(3)Now drag the exported bookmarks to new tab from desktop, click on settings or right click 'open link in new tab' and observe

Actual: Settings page doesn't open after clicking on link button for dragged exported bookmarks entry.

Expected: Settings page should open after clicking on link button for dragged exported bookmarks entry.

Note:  After copying link address it opens the settings page.

This is a Non-regression issue seen from 'M45' series i.e from version 45.0.2404.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
