Regression: 'Arrow' icon of captured screenshot on Network section is not seen properly

Issue description

Chrome Version:61.0.3162.0(Official Build) 46d636d25e054da0b0d8270d525c84f39146ce30-refs/heads/master@{#488073} 32/64 bit
OS: Windows 7

Steps:
1. Launch Chrome, open Devtools on NTP and go to Network section
2. Click on Capture screenshot (camera) icon and press Ctrl, R or f5 to start recording
3. Click on captured frames/screenshots and observe

Actual: 'Arrow' icon of captured screenshot is not seen properly i.e it seems distorted

Expected: 'Arrow' icon of captured screenshot should be seen properly

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3122.0
Bad build : 61.0.3123.0

Note : This is Win 7 specific issue. Above issue is not seen on Windows(8,10), Linux(14.04 LTS) and Mac(10.11.6, 10.12.3) OS.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3122.0(Revision:477124).
Bad build:61.0.3123.0(Revision:477506).

You are probably looking for a change made after 477193 (known good), but no later than 477194 (first known bad).
