Issue descriptionChrome version : 61.0.3162.0 (Official Build) 46d636d25e054da0b0d8270d525c84f39146ce30-refs/heads/master@{#488073} 32/64 bit OS : Windows (7,8,10), Mac(10.11.6, 10.12.3), Linux(14.04 LTS) What steps will reproduce the problem? 1. Launch chrome open devtools on NTP and navigate to 'Console' tab. 2. Open drawer using 'Esc' key, click on 3 dots icon and open 'Animations' tab. 3. Now click on 'Console' tab and observe the mouse cursor and focus highlight on 'Console' tab. Actual Result : Mouse pointer turn into grab icon when switching between two drawer tabs. (i.e Drawer tabs start to reorder even when simply switching between 2 tabs) Expected Result : Instead, mouse pointer should not turn into a grab icon when user is only switching between drawer tabs. This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info. Good build : 61.0.3116.0 Bad build : 61.0.3117.0

einbinder@ can we please let us know if there is any update on this issue, it would be nice to have the fix sooner before M61 beta update which happens next week.

URGENT - PTAL. Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the M61 branch #3163 ASAP to have enough baking time in Beta before Stable promotion. Thank you! Know that this issue shouldn't block the release? Remove the ReleaseBlock-Stable label.

Still able to reproduce the issue on Ubuntu 14.04 using latest chrome version 62.0.3179.0 einbinder@ Could you please look into this issue as it has been marked as a stable blocker. Thanks!

It is a little strange because the drawer moves under your mouse, but the tab is draggable so this is working as intended |
