Regression: Both Arrow pointer and hand pointer seen on chrome://settings/appearance.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/appearance
(2) Click on Show home button then hover mouse near Enter custom web add text box
(3) Observe.

Actual: Both Arrow pointer and hand pointer seen.

Expected: Hand pointer should seen.

This is a regression issue, broken in 'M-59', will soon update the other info:

Good Build: 59.0.3070.0

Able to reproduce the issue on Mac 10.12.5, Windows 7 & Ubuntu 14.04 using chrome stable#59.0.3071.115 & Canary#61.0.3162.0.
Manual bisect info:

Bad Build: 59.0.3071.0-Revision-464641

You are probably looking for a change made after 464291 (known good), but no later than 464292 (first known bad).
