The title is garbled in web

1. Open URL with Chrome 
2. Watch title
3. The title is garbled

What is the expected behavior?
The title is displayed correctly.

What went wrong?
The title is garbled.

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 
Flash Version: 

From Chrome M37 to Chrome M47, The title is displayed correctly. But the title is garbled since Chrome M48.
