Regression:Unnecessary focus ring appears on position of dragged url after hitting ctrl key.

Chrome Version: 61.0.3162.0  (Official Build) 46d636d25e054da0b0d8270d525c84f39146ce30-refs/heads/master@{#488073} 32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)


What steps will reproduce the problem?
(1)Launch chrome and bookmark 3-4 webpages,navigate to chrome://bookmarks/
(2)Click on any url such that blue highlight appears.
(3)Now drag selected url to any location and hit ctrl key from keyboard and observe.

Actual: Unnecessary focus ring appears on position of dragged url after hitting ctrl key.

Expected: Focus ring should not be seen on position of dragged url after hitting ctrl key.

This is a regression issue broken in 'M61' and below is the manual regression range

Able to reproduce the issue on Mac 10.12.5, Windows 7 & Ubuntu 14.04 using chrome Canary#61.0.3161.0.
Manual bisect info:

Good Build: 61.0.3156.0-Revision-486205
Bad Build:  61.0.3158.0-Revision-486952

Unable to provide per revision bisect as builds are getting closed automatically.Hence providing bisect with old script.
