Wrong from_last_session for tabs in reopened windows

Issue description

Chrome Version: 61.0.3162.0 (Developer Build) (64-bit)
Revision f2c2e26b4af2a954efc8d49cb491b165a40f4699, built from origin/master in July 19.
OS: Ubuntu 14.04

What steps will reproduce the problem:
(1) Open a browser window with 2 tabs.
$ out/Release/chrome
(4) Close the window.
(5) Open Chrome again, we have a blank window.
(6) Ctrl+Shift+T, the window with 2 tabs is restored.

What is the expected result: Tabs in the restored window should have from_last_session = true.

What happens instead: Tabs in the restored window had from_last_session = false.

The from_last_session value is in TabRestoreServiceHelper::RestoreEntryById(), at this point: https://cs.chromium.org/chromium/src/components/sessions/core/tab_restore_service_helper.cc?q=components/sessions/core/tab_restore_service_helper.cc&sq=package:chromium&l=205
