Screen lock animation incorrectly (?) zooms wallpaper-dimming layer

Issue description

The screen lock animation looks odd to me on 61.0.3160.0 / 9759.0.0 (the current canary).

When I hit Search+L, the user pod simultaneously fades in and zooms in. This is fine, but we're doing the same transition for the layer that we use to dim the wallpaper, which looks funny.

I'll add a link to a 120 FPS video that I hope makes the issue clear. See how the dimmed layer zooms in instead of starting out covering the entire wallpaper.

While I haven't seen the mocks (Elizabeth, can you link to a video?), I assume that the intent was for the wallpaper-dimming layer to fade in but to remain at 100% zoom the whole time instead of starting out shrunken down.

We're aware of this issue so you don't have to add links to video. This issue will be fixed together with the wallpaper dimming.
