Add UMA to record interarrival times between delayable and non-delayable requests

When bug 746640 is implemented, it is possible that delayable requests may be scheduled before non-delayable requests, thus preventing throttling of the delayable requests. This UMA will provide a distribution of these times which will indicate if it is worth it to jitter the start of delayable requests so that non-delayable requests that come soon after are started first, and the delayable requests get throttled.
