Creating a CL for this - it would have been better to do this in tandem with the creds change so the exporter isn't down in the interim.

Move WPT Export credentials location

The credentials file has been moved to Puppet in a new location:
/creds/json/wpt-export.json

/creds/json is owned by root, so chrome-bot can't access the file. What's the best way to grant chrome-bot access to the file? Can this be done in Puppet?
