Note I tried to figure out repro steps with http://testsafebrowsing.appspot.com/s/phishing.html and the stuff happening in the screecast, but could not get a repro in 61.0.3162.0 with chrome://flags/#secondary-ui-md Enabled or Disabled.

I can't reproduce the highlighting issue, but I think I have an idea what is causing it. I'll land a refactor that will hopefully correct the issues with the icon.

Anyhow, I did some refactoring with page icon on Mac (See  Issue 760729 )
It *may* have fixed this issue, but I can't reproduce this to confirm.
Anyone here that can help me verify it?

I can't reproduce it on my machine anymore (in canary) so the refactor may have fixed it.

I don't remember anymore :/ 
In my current stable (60.0.3112.113) it seems to work as expected too.
