On cyan-chrome-pfq, cheets_StartAndroid failed: https://pantheon.corp.google.com/storage/browser/chromeos-image-archive/cyan-chrome-pfq/R61-9758.0.0-rc2/vm_test_results_1/smoke_suite/test_harness/all/SimpleTestVerify/1_autotest_tests/results-05-cheets_StartAndroid.smoke/ I ran TOT chrome with an LKGM version of chromeos, and this test passes.
