Chrome version : 59.0.3071.115

This is a spin off from Issue 574581 where users are reporting that after latest update they are not able to see passwords on Windows and Linux machines after M59 update.

We are seeing about 4 reports / day for this issue. Couple reports
1. Saved Password cannot view in this version (59.0.3071.115) of chrome .
2. Not able to view chrome saved passwords. I click on show and give my system credentials. After that when I try to click on Show password icon nothing happens.
3. Since Chrome updated, I've lost the ability to view my saved passwords. When I click eye icon to view the password, I enter my Windows password on the popup dialog.  But the password never changes from "*****" to a viewable password. 
4. Chrome password manager, if you need to view the password has been saved, ordinary http or https, click to enter the local computer administrator password to view, but if you need to see non-http or https way passwords such as: http basic authentication Basic Access authentication, but can not view the corresponding password has been saved, click the display button no task response
5. Trying to view a save password in Chrome.  I click on the elispse & then choose details, I then click on the "eye" to SHOW password. I get a Windows prompt to enter my my Windows logon credentials. I do this and then NO password is shown.
