Disable flaky StreamsPrivateAPI tests on ChromeOS.

These two tests are flaky on the Linux ChromiumOS bot:

Disable flaky StreamsPrivateApiTests on Linux as well as ChromeOS

These tests are flaky on Linux as well. See recent failures:
StreamsPrivateApiTest.DirectDownload:

StreamsPrivateApiTest.DirectDownload is flaky on Win 10:
