hterm: shift+up/down arrow keys don't work

Issue description

Chrome Version       : 59.0.3071.115 (Official Build) (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1) Open SecureShell
(2) ssh to your Linux workstation
(3) open byobu terminal
(4) split screen into 4 or more windows (Shift+F2 or Ctrl+F2)
(5) try to navigate between windows with Shift+Up/Down Arrow and it fails to do so
(6) also if you try to resize windows by using Shift+Alt+Up/Down Arrow it will fail too

What is the expected result?
It used to work just fine (jumping between windows and resizing accordingly, but after migrating to version Secure Shell version 0.8.36.6 it stopped working)


What happens instead?
Nothing


Please fix asap or exclude me from the experiment (downgrade to previous version) since it affects my performance. Thank you!

Summary: hterm: shift+up/down arrow keys don't work (was: Secure Shell extension doesn't work as expected)
this is WAI.  shift+up/down were changed to scroll the buffer by one line by default.
