PreCQ reject CL because of depedency with CQ +1 flag.

This CL:

1) Was picked up by the PreCQ.
2) Passed the PreCQ.
3) Was rejected because it depends on a CL that doesn't have CQ +1.


I think that this opens two questions:

A) If it passed, why did it need to be picked up again?
B) Why does the dependee CL need to have CQ +1 for the PreCQ?
