Save password bubble doesn't always appear in smoke test page

Issue description

Chrome Version: (copy from chrome://version)
OS: Reproduced on Linux
Version: 59 stable, 61 dev

What steps will reproduce the problem?
(1) Visit https://rsolomakhin.github.io/autofill/
(2) Fill in a new name and password and submit
(3) Accept save password prompt
(4) Go back to https://rsolomakhin.github.io/autofill/
(5) Repeat 2,3,4

What is the expected result?
A bubble to save the new credentials appears every time

What happens instead?
The bubble does not appear about 30% of the time on my machine

I cannot reproduce this. Does it not show the bubble if you submit the autofilled values? That would be intentional.
I can reproduce it on my Linux machine, using any backend and any profile.
I have observed that, when this happens, it's because PasswordManager::OnLoginSuccessful() isn't called at all.

I suspect this is a side effect of poor speed. After I go back (step 4), if I wait 2+ seconds (the amount of time it takes for my previously saved credentials to be autofilled), I typically don't get the problem. Is it expected that Password Manager will ignore events that happen while it's busy?

Tested in chrome stable# 60.0.3112.90 Previous Dev# 61.0.3163.25 Canary #62.0.3178.0 on Ubuntu 14.04 and not able to reproduce the issue.Please find the screen shots for your reference.

@cfroussios: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once in latest builds and let us know the observations of the issue which would help us to triage the issue further.

Thank you for checking. The steps you took are correct.

I am unable to reproduce on a clean profile (no sync) on either dev or stable.

I can reproduce this only using my corp account or testing account (no extensions). Both of them have hundreds of passwords saved, which may be the cause of this.

I tried to reproduce (admittedly, on CrOS, which is currently what I can access), but there 10/10 attempts resulted in the save prompt.
Is this still an issue on your machine, Christos?

I will be away from my Linux machine for a while...
I don't remember seeing it recently, whereas it used to be common. Let's say this is solved and I will debug if and when I see it again.
