text-align-last of "select" element affects inner "option" element.

Steps to reproduce the problem:

What is the expected behavior?
I'm not sure whether "text-align" should be applied to the option label or not, but the blink code seems to be ignoring the property.

If "text-align" is ignored, "text-align-last" should also be ignored.

What went wrong?
"text-align-last" affects the option label, while "text-align" doesn't affect.

@babatakao -- Thank You for the report.
Able to reproduce the issue on Latest Stable# 59.0.3071.115 on Windows, Mac and Linux.
This is a Regression issue broken in M47, below are the bisect details --
Chrome Good Build# 46.0.2490.80
Chrome Bad  Build# 47.0.2526.106

You are probably looking for a change made after 350280 (known good), but no later than 350284 (first known bad).
