Regression: When cookie is edited the focus is lost

Chrome Version: 61.0.3161.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/>> Content settings>> cookies
(2)Edit a cookie>>press enter "Key" / click on edit button and observe the focus

Expected 
Focus should be seen on 3Dot menu

Actual
Focus is lost

This is a regression issue broken in M-59.

Able to reproduce the issue on Ubuntu 14.04 and Mac 10.12.5 using latest canary #61.0.3161.0.

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 455252 (known good), but no later than 455253 (first known bad).
