Regression: 'Minimum font size' slider line of chrome://settings/ appears uneven after zoom out to 90%

Issue description

Chrome Version: 60.0.3112.72 (Official Build) 34ace26617bacac4cfcccd3b5246bb050b7599fd-refs/branch-heads/3112@{#649}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Steps:
1. Launch Chrome and navigate to chrome://settings/fonts
2. Set 'Minimum font size' to atleast 10 and zoom out to 90%
3. Observe 'Minimum font size' slider line 

Actual: 'Minimum font size' slider line appears uneven i.e half thick and half thin after zoom out to 90%

Expected: 'Minimum font size' slider line should not appear uneven i.e half thick and half thin after zoom out to 90%

This is a regression issue broken in ‘M-60’and will soon update other info.

Good build: 60.0.3178.0 
Bad build: 60.0.3179.0

Correction in manual range:
Good build: 60.0.3078.0 
Bad build: 60.0.3079.0

Able to reproduce the issue on Windows 7 using chrome latest canary-61.0.3161.0.
Manual bisect info:

Bad build: 60.0.3079.0 -Revision-466571
