Regression : Autoscroll issue is seen after moving cursor till omnibox area and bringing back.

Issue description

Version: 61.0.3161.0 76e234ed8928315841951a5f170232e9c959633d-refs/heads/master@{#487694}
OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and right click to open context menu
2. Now select 'View page source' from context menu and then click on middle click of mouse to auto scroll the 'View page source' page.
3. Now move the auto scroll cursor till omnibox and bring it back to page to move down,observe

Actual: Unable to auto scroll after moving mouse cursor till omnibox area and bringing back to main page.
Expected: Should be able to auto scroll after moving mouse cursor till omnibox area and bringing back to main page.

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3132.0
Bad build: 61.0.3133.0

Note : Issue is not seen on Mac and Linux OS.

Able to reproduce the issue on Windows 7 using chrome latest canary-61.0.3161.0.
Manual bisect info:

You are probably looking for a change made after 479930 (known good), but no later than 479931 (first known bad).

This is working as intended.  The speed of toggle-autoscroll cannot be controlled when the mouse cursor leaves the main content window, so rather than let the autoscroll keep going out of control, I cancelled the autoscroll in this situation instead.  (You can still leave the window and keep autoscroll going with middle-hold-autoscroll.)
