Regression:Webgl experiment work even after 'use hardware acceleration..' option in system section is disabled.

Issue description

Chrome Version: 60.0.3112.72 (Official Build) (cohort: Stable) 34ace26617bacac4cfcccd3b5246bb050b7599fd-refs/branch-heads/3112@{#649} (32/64-bit)
OS:Windows(8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)


What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/ > Advanced
(2)Disable 'use hardware acceleration when available' option under system section and click on relaunch button
(3)Now navigate to https://www.chromeexperiments.com/experiment/tunneltilt and click on launch button,observe

Actual: Webgl experiment work even after 'use hardware acceleration when available' option is disabled.

Expected: Webgl experiment should not work if 'use hardware acceleration when available' option is disabled.

This is a regression issue broken in 'M58' and below is the manual regression range
Good Build: 58.0.2990.0
Bad Build:  58.0.2991.0

This is intended. We now fall back to using SwiftShader, an OpenGL implementation for the CPU, to render WebGL content when the GPU is blacklisted (or explicitly disabled).
