Regression:Unwanted scrollbar appears in Incognito window on window resize

Chrome Version:60.0.3112.71/9592.62.0 Beta channel Candy,Daisy & Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user ->Launch Chrome and Open 'New incognito window'
(2)Now resize the window from R.H.S to L.H.S and Observe the scrollbar (kindly refer video)

Actual:Unnecessary scrollbar appears when window is resized
Expected:No such scrollbar should be seen

This is a Regression issue as same is working fine in 59.0.3071.113/9460.67.0 dev channel candy

Note:
1.Issue is also seen in latest M-61 dev
2.Issue is not seen in Linux,Window OS

msramek: It looks like this is caused by large top and bottom paddings in the new ui.

This is not a Blink issue. Also downgrading Pri to reflect reality.
