Regression: Unwanted selection is seen for blank space after clicking on chrome://settings/manageProfile

Chrome Version: 61.0.3161.0 Revision 76e234ed8928315841951a5f170232e9c959633d-refs/heads/master@{#487694}(32/64bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/manageProfile
(2) Click on just above the Person 1 text and observe.

Actual: Unwanted selection is seen for blank space after clicking .

Expected: No such a selection should seen.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build: 61.0.3132.0

Using the per-revision bisect providing the bisect results,
Good build:61.0.3132.0(Revision:479900).
Bad build:61.0.3133.0(Revision:480259).

You are probably looking for a change made after 479981 (known good), but no later than 479982 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3161.0.

[MD settings] remove blank floating label from manage people page

This CL avoids a nbsp that was holding space for a paper-input label.
The no-label-float was used to tell paper-input not to reserve the space.
