Regression : Unnecessarily content gets highlighted in 'Performance' section of devtools.

Issue description

Version: 61.0.3161.0 76e234ed8928315841951a5f170232e9c959633d-refs/heads/master@{#487694}
OS: Windows(8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Performance' section and record some activity for 2-3 sec and click on 'Stop' button
3. Now press 'Esc' key to open console drawer and drag it upwards,observe

Actual: Unnecessarily content gets highlighted after dragging console drawer upwards 
Expected: Unnecessarily content should not get highlighted after dragging console drawer upwards

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3155.0
Bad build: 61.0.3156.0

Note : Above issue is not seen on Windows 7 OS.

I don't think this is a big deal. Over to alph for prioritization. Judging by bisect, it's some rendering change.
alph@ Since this issue is marked as RB-Stable, Could you please let us know is there any latest update available on this bug?

URGENT - PTAL.
Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the M61 branch #3163 ASAP to have enough baking time in Beta before Stable promotion. Thank you!

Minor UI glitch. Definitely not a stable blocker. Cannot repro it on 61 and 62.
