Linked files of webpage loading failed via Urls with HTTP authentication contains colon

Issue description

Chrome Version       : 59.0.3071.115 64bit
URLs (intranet, For privacy reasons, part of the url replaced by '****') :http://****easy:target%3A3300w@com.****easy.net:8888/a****.aspx
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:OK
    Firefox:OK
         IE:OK

What steps will reproduce the problem?
(1)enter the url in the address bar
(2)browse this url as usual

What is the expected result?
Load the normal page.

What happens instead?
The HTML file can be loaded, however, all the linked files of the webpage, such as CSS and JS files are blocked.

Other Information:
“powereasy" is the user name of HTTP authentication, and "target%3A3300w" is the password, "%3A" are escape chars of ":"

Yup. This is a bug in 59 that's fixed in dev channel. Duping against issue 731618.
