Surfacing code reviewer information in Code Search?

Issue description

It would be great if the history feature could surface the "relevant" reviewer/s for a given change.

For example, if viewing the history of https://cs.chromium.org/chromium/src/third_party/WebKit/Source/core/dom/Element.cpp, prominently show (preferably in the un-expanded row with the patch author) that this change https://codereview.chromium.org/2957513002 was reviewed by haraken@, but do not prominently show that it was also reviewed by yutak@, as haraken@ is in the OWNERS file for core/dom/ while yutak@ is in the OWNERS file for core/ only.

This would allow contributors to quickly get a sense of who is most actively reviewing a given file, which is often a stronger or at least equally strong signal for ownership compared to who is making changes.
